What the Scholarship Covers (and What It Doesn't)#
What is covered:#
- 100% Tuition Fee Exemption: You pay zero tuition for your Bachelor's (BSc), Master's (MSc), or PhD program.
- Free Dormitory Accommodation or Housing Allowance: You are either provided a free bed in a university student hostel OR given a housing contribution of roughly HUF 40,000/month (approx. €100 / PKR 31,000).
- Basic Medical Insurance: Health services under Hungarian law.

The Two-Tiered Application Process#
Stipendium Hungaricum has a mandatory dual-application system. Missing either side results in immediate disqualification.
Step 1: The Tempus Public Foundation (DreamApply) Portal#
- You apply directly on the Hungarian official portal (
apply.stipendiumhungaricum.hu). - You can select two study programs (Priority 1 and Priority 2).
- Deadline: Usually January 15 of every year.
Step 2: The HEC Pakistan Portal (The Gatekeeper)#

- Debrecen, Szeged, Pécs, Miskolc: Excellent technical universities (University of Debrecen, University of Szeged), guaranteed university dormitories, significantly lower living costs, and slightly less competition among scholarship applicants.
